One record, every output
The record comes first.
Each provision is one entry: the citation, the party it binds, the requirement in plain English, why it matters, what to do, the evidence an assessor samples, the gaps, the preparation steps and the dates. Every field carries a source pointer, and the record carries a retrieval date and a change date. The generator reads the record; the free check reads a JSON file produced from the same record; the kit reads the same record. No page is hand-edited.
A laboratory may already hold ISO 13485 or ISO 15189 work. This record is a reading of the Australian instrument and the standards it incorporates, not a second management system. Map it to the work you already do rather than duplicating the records.
The separation that makes the record honest
There are two kinds of statement on this site. "What the provision does" is our reading of the operative text. "What changed" names the provision that was amended and the date it commenced. The two are never blended, and the site never presents the Explanatory Statement as if it were the operative text. Where the two disagree, as they do on the edition named in Attachment A item 11, the site says so.
The two dates
The commencement table is data. The site renders the date from the record on every page, and the check computes from it. It states the days from the record date on the home page and computes from the browser date in the check, and it does not describe the whole instrument as future.
The grounding
The instrument is held in the compliance library with 15 provision entries across 4 domains, each with its own evidence block. The site reads that record and links to the library page. The parent 2017 Principles are held as a separate record with 14 controls, and the site uses that record for the approval chain. The site says "Read from the real rules, not invented" because every answer can be checked against the provision named beside it.
The refresh and the watch
The refresh script re-downloads the official text and the Explanatory Statement, normalises the text and compares a hash and a set of extracted facts with the record. It exits non-zero on a change. The watch email carries that diff. The script cannot report a change that the Federal Register has not published.
What the method refuses
- It refuses to reproduce the standards or invent their clauses.
- It refuses to call the whole instrument future.
- It refuses to convert the six-month bar into a standing obligation on an existing approval.
- It refuses to give an insurer a duty the instrument does not create.
- It refuses to return a compliance score from a planning check.
- It refuses to write a page from memory or a search snippet.
