From 13 July 2026 the note at the end of Schedule 1 says that in 2026 the accreditation materials can be reached without payment from the Commission: its standards page for pathology.
What the provision does
Item 10 repeals the note at the end of Schedule 1 and substitutes a new note. The note states that in 2026 the documents named in the Schedule can be reached without payment on the Pathology Standards webpage of the Australian Commission on Safety and Quality in Health Care. The address printed in the instrument is written with spaces in the path, so it does not resolve as printed. The working address is on the Commission's site. The note is a note: it does not itself impose a duty, and it does not incorporate the webpage.
Why it matters
The note answers a practical question for a laboratory that cannot buy the standards. It also tells the reader that the incorporated documents are public and free, which makes a document register possible without a subscription. The malformed address is a trap for a reader who copies it; the working address and the retrieval date belong in the register.
What changed, and when
Item 10 commenced on 13 July 2026 and substituted the free-access note. It is not a fee-repeal consequential; it updates where the standards are published.
This unit is one of the ten that commenced on 13 July 2026. It is not waiting for 1 July 2027. A record that treats it as future will describe the wrong approval process or the wrong edition at the next assessment.
What to do about it
Use the working address and record it with the retrieval date. Save each standard you rely on, with its edition and the date you downloaded it, because the webpage can change. Do not treat the note as a licence to reproduce the standards in an internal system beyond what the licence allows. Keep the edition, not just the title.
What the assessor asks for
| Category | Artefact to have ready |
|---|---|
| Library record | Each Schedule 1 standard saved with its edition, the working address and the retrieval date |
| Register | The document register entry that shows the working address, not the malformed printed one |
| Access check | A dated check that the link resolves and the edition is the one named in the compilation |
The question that follows. A reviewer may ask for the edition and the source of a standard, and a library that holds only an undated PDF cannot answer.
Gaps that lose a file
- Copying the malformed printed address
- Holding an undated copy
- Assuming the webpage is the legal text
- Reproducing a standard beyond the permitted use
Before the date
- Bookmark the working address
- Save each edition with a retrieval date
- Record the edition in the register
