Sections 1 to 4 and Schedule 1 Part 1 commenced on 13 July 2026. Schedule 1 Part 2, the in-house IVD standard, commences on 1 July 2027.
What the provision does
Section 2 sets a table of commencement. The table has three rows. Sections 1 to 4 commence on 13 July 2026. Schedule 1 Part 1 commences on 13 July 2026. Schedule 1 Part 2 commences on 1 July 2027. The note to the table says that the table relates only to the provisions as originally made and will not be amended for later amendments. The practical reading is that ten of the eleven amending items are already in force. Only item 11 is future.
Why it matters
The table is the reason a single countdown is misleading. A laboratory that reads only the 2027 date will leave the information, communication and reporting change until too late, and a laboratory that assumes everything is already in force will apply the in-house IVD standard before it commences. The section separates the two questions.
What changed, and when
Section 2 sets the commencement table. It commenced with sections 1 to 4 on 13 July 2026, and since then the table has fixed the two dates that every later plan depends on.
This unit is one of the ten that commenced on 13 July 2026. It is not waiting for 1 July 2027. A record that treats it as future will describe the wrong approval process or the wrong edition at the next assessment.
What to do about it
Put both dates in the transition plan. Use 13 July 2026 for the ICR standard and the approval machinery. Use 1 July 2027 for the in-house IVD standard. Where a policy says "the amendments commence in 2027", correct it. Record the source of each date next to the date.
What the assessor asks for
| Category | Artefact to have ready |
|---|---|
| Transition plan | A dated plan with two rows, one for 13 July 2026 and one for 1 July 2027, each naming the items it covers |
| Policy correction | The revised paragraph or memo that removes the statement that the whole instrument starts in 2027 |
| Board note | A one-page note that separates the change already in force from the future change |
| Register | The document register entry that shows the commencement date beside each affected procedure |
The question that follows. A reviewer will ask which items are already in force, and a plan that gives one date cannot answer.
Gaps that lose a file
- Treating the whole instrument as future
- Missing that Part 1 commenced on 13 July 2026
- Assuming 1 July 2027 applies to the ICR standard
- Relying on the date in a newsletter rather than the table
Before the date
- Diary 13 July 2026 as a past date and confirm the Part 1 changes are reflected
- Diary 1 July 2027 for the in-house IVD work
- Re-read the commencement table when a new compilation appears
